Don Knox,
CPP, CITRMS
President

 Don Knox brings over 20 years of experience in the security industry with expertise in enterprise security strategy, policy and program development, risk management, crisis management, business continuity and information security.

Currently, Don is the Director of Enterprise Security, Crisis Management and Business Continuity for Sears Holdings Management Company. He is responsible for the overall company strategy regarding security, crisis management and business continuity programs. This includes designing the enterprise framework that will allow these programs to be implemented commonly across the various independent company business units. Some specific areas include physical security, security technology, workplace violence, travel security, executive protection and crisis communications.

Previously, Don was the Global Security Risk and Analysis Manager / Global Emergency Manager for Caterpillar, the world’s largest maker of construction and mining equipment, diesel and natural gas engines and industrial gas turbines. His responsibilities encompassed implementing Caterpillar’s enterprise crisis management strategy and program, providing support for the enterprise crisis management team on issues related to brand, reputation and shareholder value, including policy, procedure, and administration of multiple technology applications and tools for incident management, crisis communications and risk analysis. He also managed the international travel safety and security program for all travelers and expatriates.

Prior to Caterpillar, Don was a Security and Emergency Management Specialist with State Farm Insurance, the country’s largest auto and property/casualty insurer. Don coordinated various aspects of State Farm’s corporate security program. Specifically, Don was responsible for helping to provide oversight to State Farm’s crisis management and business continuity programs including responding to incidents, maintaining and updating plans and facilitating exercises. He was also responsible for administering and maintaining the enterprise access control network. Don designed, engineered and project managed many large-scale electronic security integration projects consisting of access control, intrusion detection and closed circuit television.

Prior to State Farm, Don held positions in retail loss prevention for Best Buy, facility and event security for Illinois State University’s Redbird Arena and crime prevention for the Illinois State University Police and the Peoria Park District Police.


Fanchon Barnes
First Vice President

Fanchon Barnes is a Regional Loss Prevention Manager with CVS Health Target-Channel, supporting 5 states. She has over 20 years of leadership experience and a demonstrated record of excellence with Target Corporation, leading Security and Risk Management strategies, Crisis Response, Loss Prevention Operations, Investigations, and Budget Management. Fanchon is known for mitigating financial and legal risks, talent selection, team development, and community outreach and partnerships.

She serves on the Board of Directors as the 2nd Vice President of the International Organization of Black Security Executives (I.O.B.S.E) and Chairs the College Education Committee. She also serves on the Board of Directors with SHIFT. Fanchon is a member of the National Network of Executive Women, and serves on the Loss Prevention Foundation Diversity Committee.

Fanchon holds a Bachelor of Arts in Organizational Management and Communication from Concordia University.


Courtney Record
Second Vice President

Courtney Record Courtney Record is currently a Sr. Area Manager with Ross Stores.

He is a forward thinking, strategic leader with over 17 years of retail Loss Prevention and Asset Protection experience.

Courtney began his career in Loss Prevention with Sears Roebuck and Co., as an hourly Loss Prevention agent and has continually taken on roles of increasing responsibility - including Operations Manager, Store Manager, District Loss Prevention Manager as well as Regional Loss Prevention Manager and Director.

Courtney obtained a Bachelor of Science Degree in Criminal Justice, from the University of North Texas. He resides in Frisco, Texas, with his wife of 13 years (Danielle) and their three daughters, Clarke, Carsen and Corbyn. In addition to the community service work he does with Alpha Phi Alpha Fraternity, Inc., Courtney and Danielle are very active at One Community church (Plano, TX) serving as co-leads of their small group.

Courtney has been a member of IOBSE since 2011, a Board member since 2014; serving on its Education Committee supporting their Campus Connection initiative. He is passionate about mentorship and never misses an opportunity to support the growth and development of future leaders.


Myron Burton
Treasurer

Myron Burton is presently employed by Ross Stores, Inc. as a Regional Loss Prevention Director. He began his tenure with the company in June of 2012 and supports a team of individuals responsible for stores within the Southeastern United States.

Myron’s introduction to Loss Prevention occurred at Mervyn’s Department Stores where he started as an hourly Associate. While there he went on to hold increasing levels of responsibility and his last position prior to transitioning was Field Asset Protection Team Leader. Since then Myron has held National and Regional Loss Prevention roles at SprintNextel and Bi-Lo Holdings (Winn-Dixie Stores).

Myron possesses a Bachelor’s Degree in Business with an emphasis in Finance and professional designations as a Certified Fraud Examiner (CFE) and a Certified Forensic Interviewer (CFI).

Myron first became involved with the IOBSE in 2014 when he was invited by two current members to assist with College campus visits. Later that year he attended his first IOBSE Conference and was so impressed that he committed to joining the organization and becoming more involved. He was elected to the IOBSE Board during the 2015 elections and also serves on the Education Committee.


Bert Williams
Secretary

Bert Williams is the Executive Protection Program Manager for Fannie Mae, the leading provider of residential mortgage credit in the U.S. secondary market. Bert joined Fannie Mae in 2000, and is responsible for all aspects of security pertaining to the company’s executives, as well as its Board of Directors. As a liaison to the Executive Office, he consults with senior management and their support teams on day-to-day matters, special events and travel. Bert represents the interests of the company’s executives for policies and emergency plans developed by the Corporate Security & Resiliency team, and works closely with an intelligence gathering team to provide timely information regarding any issues that may arise. Bert oversees the uniformed security services contract, which includes Washington Metropolitan Area offices and regional offices nationwide. He manages the budget for the Corporate Security & Resiliency group, including contracts, travel, training and technology. He also maintains relationships with local and Federal law enforcement agencies to engage in information sharing and intelligence gathering, and to develop community-based partnerships.

Before joining Fannie Mae, Bert worked with The Wackenhut Corporation (now G4S), first as a Custom Protection Officer. Then, as an Administrative Officer responsible for writing policies and post orders, processing background investigation documentation, and management of access control systems. Bert previously worked as a Special Investigator for US Investigations Services, and held several positions at the Federal Aviation Administration.

Bert earned a Bachelor of Arts degree in Criminology and Criminal Justice from the University of Maryland at College Park, and currently is on the Executive Committee for University of Maryland Black Alumni. In addition to serving with IOBSE, Bert is a member of ASIS International and a member of its National Capital Chapter. Beyond his professional endeavors in the security field, Bert also is a voiceover artist whose voice has been featured in commercials, public service announcements, training videos and at live events.


Ricky Davis, MA
Sgt. at Arms

Mr. Ricky Davis is the Founder and President of RICE Security and Consulting, LLC in North Carolina. Mr. Davis’s Risk Management and Security career began during his honorable and faithful service in the United States Army serving 27 years as a Combat Paratrooper, Deputy Security Force Advisor Team Chief and various intelligence positions respectively. Ricky’s highly decorated career culminated by achieving the rank of Command Sergeant Major and is a graduate of the prestigious United States Army Sergeants Major Academy, Class 60, achieving awards in leadership and academic awards in strategic writing and class leader.

Mr. Davis earned his Master’s Degree in Business and Organizational Security Management from Webster University (Cum Laude) and Baccalaureate in Criminal Justice/Protective Services and Certificate of Homeland Security from Excelsior College.

Ricky is a member of ASIS International and currently serves as the Chapter Chairman for the ASIS Greater Fayetteville Chapter, 159, Fayetteville North Carolina.

Ricky has been a member of IOBSE for the past four years serving on the Professional Education Committee.

Keltric Goff
Director of Communications

Keltric L. Goff is currently an Area Loss Prevention Manager at L Brands, Inc. Victoria’s Secret with 14 years of retail Loss Prevention experience. Based out of the Atlanta Market, Keltric supports his Regional Loss Prevention team along with his Regional and District Sales partners. Keltric strives to ensure that he and his team consistently promote a safe shopping environment, minimize loss, and maximize sales.

Keltric began his career as a Door Guard at Filene’s Basement in Washington, DC. His role was to ensure sensors were not left on garments as customers left the department store and to assist Loss Prevention Detectives while apprehending shoplifters. He excelled and went on to serve in several capacities including Detective and Lead Detective in the DC market.

After a stay at Filene’s Basement for 3 years, Keltric joined L. Brands Inc. as an ORC Investigator, supporting the Maryland, DC, Virginia markets in 2004. With strong results in this role, Keltric was promoted to a Regional Loss Prevention Trainer in 2006 and to a Regional Loss Prevention Manager in 2007. In 2014, after serving as a Regional Loss Prevention Manager for six years, Keltric embarked upon his current role as an Area Loss Prevention Manager.

Keltric continues to enjoy spending time with his wife, Lakesha, and supporting local charities. After attending his first IOBSE Spring Conference in 2010, Keltric joined the organization as an opportunity to network with like-minded individuals as well as connect and mentor future talent in the Security industry. He is proud to continue supporting the IOBSE as a Director.
 


Yvonne Rouse
Director of Membership

Yvonne Rouse is the Assistant Vice President of Loss Prevention for Ross Dress for Less Stores in the Central Region of the United States. She has extensive experience in Loss Prevention, Safety, and Investigations. She started her retail career with TJ Maxx. Yvonne has held leadership roles with various retailers, including Ross Dress for Less, Sears Holding Corporation, Marshalls and T. J. Maxx.

Yvonne holds a bachelor degree in business administration with a concentration in accounting from Texas Southern University in Houston, Texas. She is an active member in her community. Yvonne is passionate about developing talent with teams and people.


Kevin Smith
Director of Professional Education

Mr. Kevin Smith has over twenty years of professional experience including service in the US Army, law enforcement, and corporate security. During his law enforcement career, Mr. Smith served as a Field Training Officer, an Operator with the Special Weapons and Tactics (S.W.A.T.) Team, an instructor with the Regional Police Academy, and as an undercover Narcotics Detective with the Special Investigations Unit.

Mr. Smith now serves as an Enterprise Security Specialist of a utility company where he helps develop and oversee security operations, conducts vulnerability/risk assessments, criminal investigations, develops and implements enterprise-wide security procedures, and collaborates with other utilities as well as local, state, and federal law enforcement agencies.

Mr. Smith holds a Bachelor’s Degree from the University of Colorado at Boulder in Sociology and a Masters of Sciences Degree in Criminal Justice from the University of Colorado at Denver. He became a member of ASIS in 2009 and since that time, has earned all three ASIS certification designations that include: Certified Protection Professional (CPP) designation, Physical Security Professional (PSP) designation, and Professional Certified Investigator (PCI) designation. He also earned the Crime Prevention Through Environmental Design (CPTED) designation through the American Crime Prevention Institute.

Mr. Smith is an instructor for ASIS where he teaches courses in Asset Protection Course. He serves on several Boards to include FBI-Denver InfraGard Member Alliance, the International Organization of Black Security Executives (IOBSE), and is a Committee Chair on the ASIS Investigations Council. Mr. Smith is also an Adjunct Professor at the Metropolitan State University of Denver where he teaches a variety of courses in the Criminal Program.


Anthony Williams
Director of Student Education

Anthony Williams is the Senior Director of Asset Protection for Walmart, supporting the Northeast Division. Anthony joined Walmart in August 2009 as a Market Asset Protection Manager in Hudson Valley, NY.

Prior to this role, Anthony was a Regional Asset Protection Senior Manager supporting Region 2 Georgia and Regional Asset Protection Manager supporting Region 75 Metro Philadelphia.

Prior to joining Walmart Anthony was a District Loss Prevention Manager with Sears Holding, Loss Prevention District Manager with Ross Dress For Less and Area Loss Prevention Manager for Goody’s Family Clothing and Loss Prevention Manager with Saks Inc.

Anthony also spent 15 years in the U.S. Army as a Military Police Officer. Anthony went to school at Mississippi State University where he studied Agribusiness Management.


Mike Rock
Director of Young Professionals

Michael Rock is a Regional Asset Protection Director for the Midwest Division at Wal-Mart Stores Inc. Based in Chicago Il, Michael sets the Asset Protection strategy for the Midwest Division and leads a team of Asset Protection professionals charged with reducing losses and protecting the customers, associates and facilities of Wal-Mart Stores in the Midwest Division.

Michael joined Wal-Mart in 1992 as an Assistant Manager in the Turnersville NJ area. In 1994 he joined the Loss Pre-vention department as a District Loss Prevention Supervisor. In this role he was responsible for managing, maintaining and supervising security issues and systems within his district of 15 stores. After 2 years Michael was promoted to Training Supervisor then to Regional Loss Prevention Director. He was then promoted to his current role.

Prior to joining Wal-Mart, Michael enjoyed an active duty career in the U.S. Air Force. He was a crew member on the
C-130E and EC-130E aircrafts and has over 4500 flying hours including combat time. He ended his active duty career as an Assistant Professor of Aerospace Studies at Tennessee State University in Nashville TN. He then joined the 193rd Special Operations Wing of the Pennsylvania Air National Guard in Harrisburg, PA where is finished his military career. During his career he earned three Air Medals as well as four Air Force Commendation medals.

Michael received his Bachelor of Science in Music Education degree from North Carolina A&T State University in Greensboro, NC , where he graduated Cum Laude. In 1992, he received his Masters degree in Security Management from Webster University in St Louis, MO.

Michael currently resides in the Chicago Ill area with his wife of 20 years, Sherry and their four children.

 

Les Cole will join Will Baker, Venus Finley-Akins, Ray Cloud, Suni Shamapande, and Keith White as Advisors to the Board.
